Project Description: 

 

This Project is an R&D Driven, Vertically Integrated Self-Reliance Cyber City-Township, designed as an 'All-in-One' Integrated Service Delivery Hub, comprising comprehensive Infrastructure, Robotics-based Social Service (G2C, B2G, B2B, B2C, B2I (Business-to-International)), Franchising Branches (Domestic (First Implementation) and International), and Advanced Digital Platforms (Software), leveraging Custom Artificial Intelligence to create an Advanced Technology Ecosystem for Bangladeshi Constitutional Rights Fulfillment (as mandated by Articles 15, 27, 28, 31, 33, 39, and 40), Comprehensive Social Problem Resolution, and Sustainable Socio-Economic Service Delivery.


Established as a Joint Venture operating with a Multinational Workforce Integration and structured for multi-source Sustainable (Inter-Group), Accountable (2FA-Verified), and Transparent Cash/Non Cash investment/Grants/Donations (from IPO, Domestic, Public, and Foreign sources), the project functions as both a Global Service Provider (GSP) and a Universal Service Provider (USP).


The Public Partnership component involves Government contribution via Cash (e.g., VGF) or Non-Cash assets (e.g., land, tax exemptions, subsidies, fee waivers, advice, training, opportunity, and support) under relevant legislation (Income Tax Ordinance, 1984, VAT Act, 2012, and PPP Act, 2015). Such contribution shall be treated as equity-in-kind, entitling the Government to shares proportionate to the fair market value (in line with Sections 155–156 of the Companies Act, 1994). This structure grants the Government the right to nominate a representative/IGC member to the Board of Directors with full voting rights (where equity is held) or serve as a Principal Advisor/Observer without voting rights.


The operational framework, employing an Incremental Rollout & Activation strategy, is governed by distinct policies, including a Zero Tolerance Policy, a Strict Non-Malfeasance Policy, an Intellectual Property Protection Policy, dedicated Negligence and Malicious Closure Policies, and reinforced by a Service Quality (WOM Marketing) Policy. This framework is further driven by an Optimal Risk Mitigation Policy (Dual-Path Planning) achieved through Multiple Options for Risk Mitigation and a Detailed Project Implementation Strategy (PIS). This is further secured by Strict Government & Private Assets Protection measures and active initiatives to Prevent Resource Misuse & Waste. Governed by OECD's Highest Standards of Corporate Governance, Corporate Social Responsibility & Sustainability (CRS), and Corporate Social Responsibility (CSR), with a strong emphasis on Environmental & National Disaster Awareness, the project operates on a Corruption-Free Cross-Subsidy Social Hybrid Model. It is critically aimed at Elevating Citizen Quality of Life, Fulfilling Long-Standing Public Expectations, and Promoting Gender Equality through Enhanced Women Safety and Security Mechanisms (Cyber and Social Domains), thereby establishing National Self-Reliance through Advanced Digital Governance and actively achieving the Three Zeros Initiative (Zero Poverty, Zero Unemployment, Zero Net-Carbon Emission), UN SDGs, G20 objectives, and other key global milestones.
